Special Admission with Japanese Government (MEXT) Scholarship (with department recommendation) and ADB-Japan Scholarship Program- Master's Course

Only applicants who meet the eligibility of Japanese Government (Monbukagakusho: MEXT) Scholarship or ADB-Japan Scholarship Program qualify to apply to this category.



GPSS-GLI requires TOEFL or IELTS score report to be submitted.
Please take TOEFL or IELTS test well in advance.

Eligibility

All applicants to GPSS-GLI must satisfy the following requirements:

  1. must hold a degree from an accredited institution comparable to the bachelor degree offered at The University of Tokyo, or are expected to obtain such a degree before the enrollment date,
  2. must live outside Japan and not hold Japanese nationality,
  3. must agree to enter the program on September, 2020, when accepted and
  4. must meet either eligibility of Japanese Government (Monbukagakusho: MEXT) Scholarship or ADB-Japan Scholarship Program (shown below).

Note: Those who are expected to obtain such a degree at the end of September, 2020 may be eligible to apply for GPSS-GLI. Please consult International Liaison Office(ILO) in advance.

Financial Aid and Quotas

As a candidate for GPSS-GLI, you may apply for the following scholarship programs (Japanese Government (Ministry of Education, Culture, Sports, Science and Technology (MEXT) or "Monbukagakusho") Scholarship and Asian Development Bank (ADB) - Japan Scholarship Program).

ADB-Japan Scholarship Program

Examination Description

This admission scheme consists of document review and oral examination.

  1. Document Review
    GPSS-GLI reviews applicant academic transcript(s), TOEFL or IELTS score report, letters of recommendation, research plan, and short essays.
  2. Oral Examination
    Applicants who have passed the document review are interviewed about the research they have done, their research plan, and the content of the short essays submitted.

    This interview is held by using internet video conference technology (e.g. Skype). Thus, it is unnecessary to visit Japan to take an examination.

    However, you must meet the following conditions:
    • Applicants must prepare equipment such as a web camera and the proper network environment for using Skype for an oral exam, and must also demonstrate the proper functioning of the network and equipment for the oral examination to GPSS-GLI in a simulated test before the day of the actual oral exam.

    • To verify the identity of the applicant participating in the oral exam, video capability is required. A network connection with a sound-only capability is unacceptable, and nullifies any such oral exam.

    • The University can assume no responsibility whatsoever for any troubles involving improper operation or of equipment or malfunction of network connections. Please be advised that decisions regarding admissions in the event of trouble that prevents an valid online oral exam shall be made based on the candidate's submitted application material.

    • Recording or photography is prohibited.

Examination Schedule

  1. Application Procedures
    i. Application Due: November 26, 2019 (Application documents must arrive at International Liaison Office (shown bellow) on or before November 26, 2019)
    ii. Applications will be accepted only by postal mail. Mail your completed set of application documents to the International Liaison Office.

  2. Notice to successful applicants of document review: early January, 2020
  3. Oral Examination: late January, 2020
  4. Announcement of Results: mid February, 2020
  5. Submission deadline of additional documents: end of February, 2020
    Note that successful applicants must submit an additional recommendation letter written by the dean of the school which they graduated from, addressed to the President of The University of Tokyo

Application Documents

All documents must be prepared in English. Any certificates written in any other language must be accompanied by an English translation of the document.

  • Completed Application Form
    Application Form is available at the bottom of this page (see "Download" below)

  • Transcripts of academic work from institutions that you previously attended (including liberal arts at the undergraduate level)
    If you transferred to one or more institutions, also include a transcript from every university, college, or other academic institution where such work took place. All transcripts must be official, original copies issued by the Registrar or proper office of every institution. Consult the International Liaison Office in the event that you are unable to submit an original transcript.

  • Diploma or certificate of graduation or completion
    If you have already graduated from a university or a graduate school at the time of application, submit the diploma or certificate. If you are presently enrolled, include an official letter or certificate of expected graduation. All diploma and/or certificates must be official, original copies issued by the Registrar or proper office of every institution. Consult the International Liaison Office in the event that you are unable to submit an original one.

  • Two confidential letters of recommendation
    Submit confidential letters of recommendation from two persons including your supervisor or equivalent. These letters must be written by educators familiar with your experience and ability to pursue graduate degree study, and should also address your potential for success. The official form of recommendation letter is available at the bottom of this page (See "Download" below)

  • English Language Competency Test Score Reports: TOEFL or IELTS
    GPSS-GLI requires TOEFL or IELTS score report to be submitted. TOEFL or IELTS score report must reflect tests taken on February 1, 2018 or after.
    The following applicants are exempted from submitting a TOEFL or IELTS score report:

    1) Applicants who have graduated or will graduate from a university or a graduate school in Australia, Canada, New Zealand, the United Kingdom or the United States
    2) Applicants who have graduated or will graduate from a university or a graduate school where English is the official language

    In case 2) above, applicants must submit an official document issued by the university stating this at the time of application.

    Since the number of TOEFL/IELTS tests held before the application deadline is limited, we recommend that you take the test well in advance.

  • Research Plan
    Submit a statement of the specific area of interest that you would like to research at GPSS-GLI including expected outcomes. This must be typed on A4 size paper, and should not exceed three pages in length (12 point, single spaced). If you want to add a reference list, you can include it in addition to the forementioned three pages. Your full name as stated on your application form, the name of the document (e.g., Research Plan) and page number must appear on every page as a footer or header).

  • Short Essays
    Submit short original essays according to the instructions on the GPSS-GLI website. Topics and formats of short essays are available at following website.

Any documents submitted in connection with the application procedures will not be returned for any reason. For example, if your university issues only one diploma, please have it certified by your university or your local notary office and send the copy with a certifying stamp.
